Wyoming uses Healex's Consolidated Grant application solution, called Emerge Grants, to automate the generation of Consolidated Grant applications in Wyoming school districts. Emerge provides Wyoming school districts with immediate Internet access to all the forms needed to file Consolidated Grant applications. In addition, should Federal or State regulations necessitate a change in an application form, the Wyoming State Department of Education can use Emerge to modify the form and ensure that the latest version is promptly available to school districts across the state. According to Kay Post, Supervisor of School Improvement Programs with the state, the old grant process was time consuming and had communication issues. With Emerge, "program managers for each of the federal areas [can] look at their documents in a centralized location with more than one person working on a grant at the same time," she said. Furthermore, Post expects to help districts increase the accuracy and completeness of their grant applications. Emerge allows Wyoming school districts to automatically access the financial and other data needed to complete a grant application and then to file applications electronically. Award approvals are also provided over the Internet. In addition, Wyoming will leverage the Emerge collaborative functionality, enabling users to create, view, share and archive Consolidated Grant application data and activities via the Internet. This will streamline the effort to manage grant applications and increase the overall effectiveness of the program. Emerge was chosen by the State of Wyoming for several reasons. Besides cost, "it was also the recommendations from current Healex customers," said Post. "We also felt that Healex's expertise in this area was a major plus. A lot of the educational jargon and procedures [...] are not the same as the regular business world. Healex [has] already successfully worked in this arena." The State of Wyoming has also contracted with Healex to serve as an Application Service Provider (ASP) for Emerge. The ASP approach leverages the Internet to provide a single point of data access for all users. It also eliminates the need for the state to install and maintain the Internet infrastructure required.
